{"id":1026,"date":"2025-11-17T02:16:45","date_gmt":"2025-11-17T02:16:45","guid":{"rendered":"https:\/\/eudrcentralamerica.thecosa.org\/?p=1026"},"modified":"2025-11-17T23:25:33","modified_gmt":"2025-11-17T23:25:33","slug":"advances-in-eudr-lessons-from-colombia","status":"publish","type":"post","link":"https:\/\/comunidad.promecafe.net\/en\/advances-in-eudr-lessons-from-colombia\/","title":{"rendered":"Advances in EUDR: Lessons from Colombia\u00a0"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">As part of the Central America EUDR Learning Community, members met to hear directly from <\/span><a href=\"https:\/\/eudrcentralamerica.thecosa.org\/wp-content\/uploads\/2025\/09\/2025_01_21_Memoria-CdA-CA.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">representatives of the coffee sectors in Colombia.<\/span><\/a><span style=\"font-weight: 400;\"> The session explored how the country is advancing in its adaptation to the requirements of the EU Deforestation Regulation (EUDR) and what lessons can be drawn for other producing regions.<\/span><\/p>\n<h3><b>Colombia\u2019s progress: building a deforestation-free coffee sector<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Marcela Gaviria Botero, Director of Analysis and Projects at the <\/span><a href=\"https:\/\/federaciondecafeteros.org\/wp\/federation\/?lang=en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">National Federation of Coffee Growers (FNC)<\/span><\/a><span style=\"font-weight: 400;\">, shared Colombia\u2019s approach to aligning its coffee production with EUDR standards.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Colombia has 552,814 coffee producers across the country. More than half of these, 296,400 producers, are small-scale producers that cultivate less than one hectare of land, making the country\u2019s adaptation to the EUDR complex and essential. Around 40% of Colombia\u2019s coffee exports are destined for the European Union, making compliance with the regulation essential to maintaining market access.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-1028\" src=\"https:\/\/eudrcentralamerica.thecosa.org\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe-1024x577.png\" alt=\"\" width=\"1024\" height=\"577\" srcset=\"https:\/\/comunidad.promecafe.net\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe-1024x577.png 1024w, https:\/\/comunidad.promecafe.net\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe-300x169.png 300w, https:\/\/comunidad.promecafe.net\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe-768x433.png 768w, https:\/\/comunidad.promecafe.net\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe-1536x866.png 1536w, https:\/\/comunidad.promecafe.net\/wp-content\/uploads\/2025\/11\/Colombia-es-cafe.png 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">To ensure Colombian coffee continues reaching the European market, the FNC has developed a comprehensive strategy aligned with the EU Green Deal. The goal is to demonstrate that Colombian coffee is deforestation-free, while ensuring that adaptation costs do not fall on smallholder families who make up 97% of Colombia\u2019s coffee-growing population. The strategy is designed to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure the continued delivery of Colombian coffee to European and other markets without restrictions, and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Avoid imposing additional costs on smallholders by leveraging public and official information systems.<\/span><\/li>\n<\/ul>\n<h3><b>Deforestation-free commitment<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">A key pillar of Colombia\u2019s strategy is the georeferencing of production lots, integrated through the <\/span><a href=\"https:\/\/federaciondecafeteros.org\/wp\/listado-noticias\/coffee-growers-own-the-most-complete-geo-referenced-database-in-colombia\/?lang=en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">SICA (Coffee Information System)<\/span><\/a><span style=\"font-weight: 400;\"> platform used by exporters. This digital tool allows traceability of coffee plots and includes data such as grower name, farm location, cultivation area, and official codes from the National Administrative Department of Statistics (Departamento Administrativo Nacional de Estad\u00edstica or DANE)\u00a0 for each department and municipality.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">100% of production data is now georeferenced in SICA.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For lots larger than 4 hectares, polygon coordinates are provided.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Data also indicates whether the lot was established before the EUDR baseline date.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">This effort is supported by an agreement between the FNC and the Unidad de Planificaci\u00f3n Rural Agropecuaria (UPRA), Colombia\u2019s Rural and Agricultural Planning Unit, which ensures the secure and confidential use of producer data and aims to achieve 100% coverage of coffee producers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Risk analyses indicate that 87% of registered farms have verifiable establishment dates, helping demonstrate compliance with the EUDR\u2019s deforestation-free requirement.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><b>Data protection and collaboration<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/datapopalliance.org\/habeas-data-and-personal-data-protection-in-latin-america\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Habeas Data framework<\/span><\/a><span style=\"font-weight: 400;\"> ensures that producer data is collected, managed, and shared in line with Colombian law. So far, 72% of growers have completed data consent registration.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To strengthen monitoring capacity, the FNC has partnered with the<\/span><a href=\"https:\/\/www.ideam.gov.co\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"> Instituto de Hidrolog\u00eda, Meteorolog\u00eda y Estudios Ambientales (IDEAM)<\/span><\/a><span style=\"font-weight: 400;\">, Colombia\u2019s Institute of Hydrology, Meteorology, and Environmental Studies, to define deforestation-free coffee zones, beginning with an EU-supported pilot in Huila, a region in southwestern Colombia. The sector is also using tools such as <\/span><a href=\"https:\/\/www.globalforestwatch.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Global Forest Watch<\/span><\/a><span style=\"font-weight: 400;\"> for land-use change analysis and providing training for exporters and technical staff.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">So far,<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">30,000 coffee growers have been informed about EUDR compliance to date.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Four national training sessions have been held for the FNC\u2019s Extension Service.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">An ABC guide has been developed for extension workers and rural development promoters to facilitate communication with farmers.<\/span><\/li>\n<\/ul>\n<h3><b>Legal compliance<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">To legally demonstrate EUDR compliance, Colombia\u2019s approach encompasses environmental protection alongside human rights protections, including land use rights, third-party rights, labour, and indigenous community rights. It also integrates broader regulations related to taxation, anti-corruption, customs, and trade.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Collaboration with national and international partners such as Ministerio de Agricultura y Desarrollo Rural (MADR), which is Colombia\u2019s Ministry of Agriculture and Rural Development, the EU, EFI, and <\/span><a href=\"https:\/\/www.swisscontact.org\/en?gad_source=1&amp;gad_campaignid=16710039779&amp;gbraid=0AAAAADnrCNQf_oB7mn0H54VF2uzbGNplg&amp;gclid=Cj0KCQjw6bfHBhDNARIsAIGsqLjM3d2RT8ge08RMlGaSILFtrGShVbd5ARx3etYcBlbAIRE6VGQaVRgaAp4uEALw_wcB\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Swisscontact<\/span><\/a><span style=\"font-weight: 400;\"> has been central. Together, they are updating the coffee-growing zone data and improving risk assessment and legal reference tools for exporters to Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is also a big focus on due diligence to ensure that all documentation, traceability systems, and verification processes are aligned for exports to the European Union.<\/span><\/p>\n<h3><b>Next steps<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Looking ahead, the coffee sector in Colombia has identified key priorities for continued progress:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establishing technical tables to ensure coordination and information flow between government, industry, exporters, and producers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Developing a single, consistent message for coffee producers to avoid confusion and support compliance across the value chain.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">For more documents and resources on how different actors in the coffee supply chain are preparing for EUDR, <\/span><a href=\"https:\/\/eudrcentralamerica.thecosa.org\/en\/\"><span style=\"font-weight: 400;\">click here<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As part of the Central America EUDR Learning Community, members met to hear directly from representatives of the coffee sectors in Colombia.
